The Morris City Council welcomed back two incumbent members and made changes to the way it will conduct meetings in the future.

The council met in its first 2009 meeting Tuesday at City Council Chambers. Bill Storck and Matt Carrington took their oaths of office, and the council members agreed to maintain their committee assignments.

Storck again will serve as Mayor Pro Tem if Mayor Sheldon Giese is not available for meetings.

Following the council meeting, the members -- all of whom also are members of the city's Economic Development Authority -- convened the EDA's reorganizational meeting. Carrington was again elected EDA president and Giese will retain his EDA vice presidency.

The City Council will alter its meeting schedules in the future to allow citizens to address the council earlier on the agenda.

"I've always believed the most important action to take at any meeting ... is to talk with the citizens," City Manager Blaine Hill stated. "I've always advocated for putting them first and not making them wait."

The council also will implement a consent agenga, which allows them to approve a number of routine business items for which no discussion is needed with one vote rather than taking a vote on each item. The Morris Area School Board currently employs a consent agenda. The city's consent agenda could contain business such as bill payments, minutes, gambling reports and administrative reports.
