MPCA requests comments on new dairy feedlot near Morris
ST. PAUL – The Minnesota Pollution Control Agency (MPCA) is inviting public comment on an Environmental Assessment Worksheet (EAW) for a new dairy cow feedlot near Morris. The 30-day comment period will end June 26, 2014.
Riverview proposes to build a new dairy farm, Baker Dairy, with a capacity of 8,850 cows and 500 heifers, about five miles southeast of Chokio. The cows will be housed in a cross-ventilated, confinement-free stall barn. Construction is expected to begin this fall with completion in the fall of 2015.
Initial work will include building temporary and permanent stormwater controls, such as sediment ponds and silt fencing, to prevent polluted water from leaving the site during construction.
Manure will be collected from the main barn two or three times a day and placed in a fully enclosed concrete holding tank. From there solids will be separated and reused as bedding. Liquid waste will be pumped to covered basins. Eventually the liquid waste and excess solids will be applied as fertilizer to area farmland, up to approximately 6,300 acres. A permanent stormwater basin will be installed to collect rainwater that is not exposed to feed or manure storage areas.
The EAW is a preliminary environmental review of how a proposed project could potentially affect the environment. The EAW also helps the MPCA determine whether an Environmental Impact Statement (a more in-depth environmental review) is needed.
