Wahpeton rejects bid that apparently is tied to Riley Bros. The Wahpeton Daily News reports that officials in that city rejected a low bid on a streets project because it was submitted by what was determined to be a stand-in bidder for Riley Bros., the troubled Morris-based construction company that currently is forbidden from bidding on government jobs.
